The electromagnetic spectrum (EMS) is an increasingly competitive domain. The joint force creates effects both in the EMS and through the EMS into all other warfighting domains. If we lose the fight in the EMS, we will lose the fight in all other domains. Our spectrum warfare panel represents all aspects of the Air Force’s EMS enterprise. They will cover a range of spectrum warfare concepts, plans, and requirements, including a report on the Air Force’s consolidation of EMS capabilities into the 350th Spectrum Warfare Wing. The Mitchell Institute invites you to listen to our rollout for our newest policy paper: Beyond Pixie Dust: A Framework for Understanding and Developing Autonomy in Unmanned Aircraft by Heather Penney, Senior Resident Fellow, The Mitchell Institute for Aerospace Studies, and Maj Christopher Olsen, USAF, with Foreword by Lt Gen David Deptula, USAF (Ret.) They are joined by Jean-Charles Ledé, Commander’s Autonomy Technical Advisor at Air Force Research Laboratory (AFRL).
Nearly every vision, strategy, and flight plan the U.S. Air Force has released over the past decade identified next-generation unmanned aircraft, autonomy, and artificial intelligence as technologies that are critical to securing a decisive combat advantage in future battlespaces. The Air Force is now developing new operational concepts for teaming manned fighters and bombers with autonomous UAVs—called manned-unmanned teaming (MUM-T)—to perform strikes, counterair, electronic warfare, and other missions.
Developing this capability is challenging given the disconnect that often exists between warfighters and engineers. Warfighters have a deep understanding of all tasks in the battlespace that could apply different levels of autonomy in theory. Engineers conversely understand better how to develop the specific algorithms and technologies to enable autonomy, but not how they apply in real-world battlespace applications.
A framework that represents both the warfighter and the engineer perspectives would provide a structure and common understanding for these two communities in creating autonomous systems that deliver needed capabilities. The Air Force needs this framework to better understand autonomous technologies and help guide the enterprise toward future AI-empowered U.S. operations.

The Mitchell Institute invites you to listen to our virtual rollout for our newest policy paper, The Backbone of JADC2: Satellite Communications for Information Age Warfare by Gen Kevin P. Chilton, USAF (Ret.), Mitchell Institute's Explorer Chair for Space Warfighting Studies and Lukas Autenried, Senior Analyst at the Mitchell Institute’s Spacepower Advantage Center of Excellence (MI-SPACE). Defense experts fundamentally agree that Joint All-Domain Command and Control (JADC2) will prove critical in future military operations. To put it simply, information and decision superiority will spell the difference between victory and defeat. Satellite communications will serve as the backbone for this vision. Gen Chilton and Autenried will be joined by Stephen Forbes, Blackjack program manager at DARPA, and Dr. David Voss, Director of the Spectrum Warfare Center of Excellence at the Space Warfighting Analysis Center (SWAC), to discuss this important topic. Blackjack is a joint DARPA/SSC/AFRL program that is helping pioneer next generation space constellations and SWAC is responsible for developing future force design guidance for the Space Force, including for its SATCOM enterprise.
